ITASCA, Ill. -- For more than 30 years, the Scottish Festival and Highland Games has brought thousands out the northwest suburbs to enjoy all things Scottish, from terriers, to haggis, to caber toss contests. And all who are Scottish by birth, heritage or inclination are said to be welcome.
